Buggy iOS 12 - Clean Install?

Hi all, i've been having a buggy exp with iOS 12 so I wanna do a clean install. If i "restore iphone" in itunes and then restore from a backup, does it copy all system files as well, or just data?

 

OR do I need to restore and set everything up like a new phone?
