Horizontal Stripes in Some Youtube Videos in Chrome

I get horizontal stripes in some youtube videos when there is motion. I don't get this in LTT videos or the same video in Microsoft Edge only in Chrome.

edit : Ok it happens only when the selected resolution is higher than the screen resolution i.e 1080p in 1366*768 but this doesn't happen for LTT videos why?

i think this is called Interlacing, are you using a TV monitor?
