Cannot request Computer Certificates since new update

Hello everyone. This has been ongoing for last 3 days. Ever Since I updated my laptop and PC to Build 17134 (Windows 10) I cannot request any certificate template. I've even removed both laptop and PC from the domain and joined them. Nothing has worked. The template is empty. Cannot choose anything. I've got 1 Root Enterprise CA and  Sub Enterprise CA. Both using Datacenter 2012.

Confirm using another server or temporary VM that you can issue certs to other devices, rule out the CA as being the actual issue and not the client.

Yeah, I can issue a cert on my Windows 8.1 and My other server.

Anything in the Event Logs of the Windows 10 computer that sticks out, any errors or warning at the same time you go to issue a cert? No RPC errors or anything?

 

There was a recent Windows Update that effects CredSSP, causes a lot of problems with RDP. Might be related, update your servers to the latest security updates and see if that helps.

There is a bunch of errors, "A fatal error occurred while creating a TLS client credential. The internal error state is 10013." There is no issues with RDP. I can connect without any problems.
