Excel Radar Graph Help !!!

Hello !
I need help with the radar graph. 
its working half correctly.

there should be 11 layers, (0-10) and the "niveau" numbers should put points on the number they have. WICH WORKS !
BUT
I want the "cadrant" numbers next to them to put the number on the right spot on the "level" of the chart. and it works like a clock, so 12 is top middle, 1 is well, 1oclock..... 6 is middle bottom....

but it doesn't do that. it seems to go by what order they are in following the 1-10 numbers on the left. but I want it to follow numbers on the right,
how do I do that ???
