Speedstep won't turn off. Please help!

I tried to disable EIST on my i7 6800K, but it still seems to be on. In CPU-Z, the clock speed stays at 1200 MHZ at idle with EIST on like I would expect, but at idle with EIST off, the clock speed jumps from 3800 MHZ to 1200 MHZ and back over and over. I also tried setting the power plan to High Performance and setting minimum CPU state to 100%, but nothing changes. Please help! Thanks
