recycled build for 4K videos

Hi,

I have some old parts around. 
and would like to build a computer to watch (video or netflix) on a 4K TV.
I have a i7-2600 and a i5-4430. (both with 8gb of ram)
The only parts I require to buy is a power supply and a graphics card.

So question, do I require a high end GPU to run 4K videos?
Which CPU would u recommend me to use?

If you are using these CPUs I would recommend a lower end GPU, something around a GT 1030 or a GTX 1050 will work. However, if you want to watch Netflix in 4k you will need a Kaby Lake series CPU.
