No display

Recently got a Rx 480 and put it into my build. 

 

I7 4790k

G1 sniper b5 

Cobra power650w 

 

the rx lights showed up but up but fans didn't spin later to find out that's how the card is. But I was a little rough when taking card off one of the pci slots due to it touching wires I wanted to switch slots and forgot to hit the tab to release. the tab came off which I figured it happens and could be put back on. Well this was before I even booted up. Now my Mobo lights show up but no display with either the rx or my old gpu gt 640. Do you guys think I meee up my mobo also I plugged in my old amd board and same thing with both cards also the USBs on the case no longer work either it will show lights for my deathadder but won't charge my phone. I do have a new case and psu in the mail to be picked up like tmrw. Any help would be great I do plan on getting a new mobo and CPU anyways was upgrading my whole build but don't have all the money now so would love any help to get me gaming again.

Gpu. I actually just tried the mobo and no signal for that either I do not have my CPU fan currently hooked to power because I took everything out to try and trouble shoot but I don't think that would cause it not to display. I have an h100i if that is of any help

move all your parts out of the case and test it. work with 1 stick of ram and switch to a different ram slot whenever it does not boot up.

It boots up every time just no display gpu fan works, the gt 640, the lights on mobo are on I've tried all slots with one ram stick. Even with out ram still all light turn on no display.

Also before doing all this my computer use to shut off turn on repedently when booting when I put the rx in that stopped could this be a psu issue ?
