Gta5 low fps

So i bought gta 5 yesterday and i'm getting really bad fps.

45 max 35 average and 20 when im driving around.

my system specs are

FX-8350 4.4ghz

R9-280 IceQ OC

16GB Kingston Hyper X blue 

 

my pc exceeded the recommended requirements. why is there such bad fps?

Settings and resolution? If lowest and at 720/1080p, then temperatures and system stability (OC acceptance verified)?
