Does he have an overclock?

What GPU?

Game?

Whats the RPM of the cooler?

Is the computer clean? (Dirt, dust, etc?)

I did some quick research and that is very high. Is their anything blocking the fan? (Cables, connectors, etc?)

Oh it's a 470 makes sense cards in that lineup get very very hot.If i were you I would add some system fans to lower the temps.

Subnautica is a pretty demanding game for a 470

You did not just build a PC a few days ago with a GTX 470, it's used. So clean it.

If anyone asks you never saw me.

Yes, and a card of that age will have dust in the heat sink. You won't see it until you use canned air. Then stand back.

I'd also change the thermal paste.

If anyone asks you never saw me.
