Should I get static pressure fans or air flow fans on the front of the Phanteks P400S?

I live in England and I would like something around the price of £25 for 2 fans. Thanks!

PW2's: http://uk.pcpartpicker.com/product/4GsKHx/be-quiet-case-fan-bl047

or NF-P14S' are good: http://uk.pcpartpicker.com/product/k9xfrH/noctua-case-fan-nfp14sredux1200

I'm making my first PC build and I was wondering if the front of the P400S has enough ventilation to take advantage of a air flow fan or would i have to get a static pressure fan to get as much air in as possible. (I'm not getting a hard drive bay in the front if that helps)

All fans have some degree of static pressure and airflow. The P400S isn't that restrictive at the front and any sort of balanced fan design would work fine.

If you would like some fan recommendations, tell us where you're shopping/located, and your budget.

Would it be a cost effective upgrade to upgrade to the silent wings 3?

Depends on pricing.

Just looked at the pricing and it is within my budget (around £20 for 2 fans) but I don't think an extra £6 would do anything, would it?

It would be quieter but whether it's more cost effective or not is dependent on how sensitive you are to noise.

SW3's are excellent and any of the mentioned fans so far are hard to go wrong with.

What fans should I get for the "Phanteks Eclipse P400S" as intake ones on the front?

It would be nice if they were cheap but if they were good, I don't really care.

I'm shopping in the UK if that helps anyone.
