Pwm? Higher or lower

So I was trying to figure of how to make my fans run faster so I booted up the BIOS and saw that it was listed as .75 PWM for my cpu and my case fans idk what they mean but I put them at 1.00 and I was wondering what they meant and if It should be higher or lower?

It's a ratio that takes the temperature into account. Higher is faster. I believe the math is as follows:

[PWM ratio] * [temperature in Celcius] = [The fan speed in percentages of it's maximum rated speed]

So, lest say, you punch in the ratio of 1.00, at 50 degrees Celsius, the fan will spin at 50% of it's rated max speed. At 0.75 ratio it'd spin at 0,75*50=37,5% The reason you can't witness a change in the speed right away is the fact that temperature is taken into account. Those 12,5 percentage points don't account to much on a normal fan. It needs to heat up for there to be a visible difference. Or you could try setting the ratio to very high.
