.windows 10 .exe execution

I am having a really bad day, I was installing some software and i had comodo installed i hit block by mistake and so i ran the set up again and nothing happen. So i disabled comodo and still nothing. I removed comodo, again nothing. Then i used the windows reset but left all my documents, set up still wouldn't run. Created a new user, still nothing.

 

I did manage to download and install windows 7 dvd tool but that fails at 99% and the diskpart "fix" didn't help, i would us rupus but again .exe files don't run. I have also tried changing the .exe reg as directed on the microsoft site. 

 

I have no idea how i am meant to fix this or what steps to do next.

 

Running windows 10 education (got it free from uni), fresh install from the reset to said above

 

when I run a program I get the pop up asking o allow it to male changes but after that nothing

 

edit: No longer a problem windows now no longer boots so I will have to fresh install.
