Autovoice all IRC users?

I have an IRC channel on Freenode and I am the owner/OP. How do I have all incoming users get voiced automatically? This command 

/msg ChanServ FLAGS ##channel +V

 

asks for a user to auto voice. I want all users unless they have an OP like me. (I removed my channel name from the command. Where ##channel is I use my channel name)

It's in the help. I have done it on Rizon so I imagine it is possible. Either go through the help for the channel settings in your IRC client or they should have some sort of FAQ or list of settings / options available online. Likely on their forum.

Also my knowledge from Rizon does not directly apply as much of that is different as its Server side and they do differ to varying extents.

yeah. I checked through there and there was nothing like AUTOVOICE or anything. This doesn't even work. http://www.geekshed.net/2012/11/automatically-voicing-users-in-your-channel/

It should be in nickserv same area where you manually give people OP, HOP, etc there should be a way to set an initial level for registered users.

I didn't see AUTOVOICE in nickserv but instead leves. But how do I do it for all levels -1 or higher for all users. What get's me is how to tell it all users with levels -1 or higher
