PC won't power on

Browser, version and OS: win 10

 

Steps to reproduce/what were you doing before it happened?

I was cleaning off some thermal paste from the CPU because it wasn't booting before but all the fans spun before

 

What happened?

When everything was cleaned up and I put the CPU back in, when I power it on nothing happens there is just a ringing sound coming from the psu

 

What did you expect to happen?

 

For it to at least boot like normal

There was only a very minute amount of thermal paste on the pins, I hate amd CPU pins

 

If it's a cloudflare error, what was the ray ID from the bottom of the error page?

Did you make sure everything is connected, sometimes when you work on a computer you can accidentally loosen/disconnect power connectors to the motherboard or PSU (if partial/fully modular). Does it post?  

Everything is connected, it might be a bad psu because I was having problems before I got a new mobo and cpu

I just hear a ringing noise coming from the psu when I plug it in, occasionally when I unplug the power cable the fan on the CPU moves slightly
