Hmmm nothing is jumping out to me there. Lets check event viewer immediately after trying to run the report tool. So Run the report tool agian, and then type into the searchbar "event viewer" then go to administrative events.

No please ignore that image that i had posted, that was what i was going to send to show you were conflicts/sharing where. I accidentally had sent it.  Yours wont look the same as mine.

In any case what is that dialog box you just got from?

I am going to try to have you trigger and event to gain some more insight on the conflict.

1. Run the perfmon /report and it will fail.

2. Go immediately to event viewer and show me whats there. To get to event viewer, type "event viewer" on your search bar.

I did that what you said. When I searched for "event viewer" it showed up. I tried it on my language too.
