Trying to boot Windows 98

I have a old hard drive with windows 98 on it. Currently I have it connected through USB to my computer. I have been trying to boot to it in virtual box and I am unable to. Has anyone tried to do this or know of a video guide that shows how?

Those old HDD's need a lot more power than  more modern ones today, i would recommend getting a more proper external HDD enclosure of the time and maybe settle for USB 2.0 at the time for ONLY data pass-though.

 I have it connected through a proper hard drive enclosure I can go through the files of the hard drive but I dont know how to boot windows from it

Well you can't, that's not how VMs work, you need a drive image with the proper VM drivers installed or proper hardware to boot.
