down speed is slower than my up speed

For some reason my down speed is severely slower than my up speed. There were no network updates or changes around the time this occurred. The only change around the time was a windows update to my PC. I disconnect and reconnected my computer from internet which made a slight improvement, but still not close to normal speeds. I've also changed the Ethernet cable which had no impact on the results. Any suggestion would help please.
