low CPU usage and low GPU usage

What's your FPS ingame? 

AMD 5900x, 2x16GB ( G.skill F4-3600C16 ), Radeon VII, Radeon 570,  Corsair 1200i , SSD 240/500GB, HDD 640GB,1TB,5TB, 1TB NVME. Lian li 011Dyanmic XL, big ass LTT mouse-pad & stealth water bottle

Hi i have the EXACLY same problem so letme start with this i had a laptop wich has a 1060 6 gb 32 gb ram i7 7700 cpu 3.8 ghz (no bottleneck) while i play rainbow six siege my gpu is perfectly used by 99 percent but in games like rust csgo its very low and i get between 45 70 fps  in rust no matter what settings at lowest settings my usage is low at high settings usage goes higher but i still get same amount of fps than after this i bought a new laptop :

 

Omen 17 t its specs are RTX 2080 16 gb ram i 9 9880 h 4.7 ghz cpu  so in some games i play i perfectly can see that my gpu is fully utilized but in the same type games such as rust theres this low gpu utilization problem at lowest settings gpu usage is around 20 percent !!!!! and at highest between 40 60 and i get realy same fps all the time wich is between 50 70 and when its below 60 its unplayable for me 

all the drivers up to date in both laptops no vsync no fps cap no power saving mode or anything everything is set to give me the performance but their similarities is both get very very hot on the cpu  around 90 C doesnt matter if gpu is 99 percent or 20 percent my cpu  gets hot at both laptops but i cannot fix this problem i have been searching for 2 years still couldnt fix it i searched alot of forums and stuff but what people keep saying is botleneck fps cap and these dumbass comments are annoying we need some actually people who have the knowladge and can help us like literally bought a new laptop to get actually good fps but even money cant buy the fps my situation lol
