I monitor my usages regularly, and don't see anything amis with the GPU or CPU.
My 8350 might not be the world's fastest CPU, but I did get it to a moderate 4.7GHz, and never had any CPU-related performance issues, even at stock. The bottleneck for 1440p was always the 7950, so I don't think that a costly platform upgrade is really necessary at this point.

If only I could, almost all of my money at the moment needs to be devoted to other things, however a build may be on the table later down the track once this computer becomes useless and/or I move out.
However, I do plan to use this new graphics card as part of that build in the future, but not stressing about that too much at the moment

atm dont shop for a cooler, go for the card, they will all perform within 5fps of each other, and just pull the trigger on anything cheap

Stock should be increasing soon according to EVGA on their own forums.  Just wait a bit and you'll see the cards come back in stock.

EDIT:  I just got charged for mine from Amazon so they're coming.
