Yeah... The 100% fan thing is a problem that needs fixing and not something you should be ignoring.

First problem: Are you sure it's not a single short beep, as that signifies a successful boot and will happen every time you start the computer. I don't see any error codes on that board for a single long beep.
 
Second problem: I'm fairly certain this issue comes from the image you are installing from. It sounds like the hardware config (number of drives and locations) on the original install that the image was created from is too different from the current setup you are running. I would definitely recommend trying a clean install of Windows not from an image and see what happens.

Ha, gotta love issues like that. Either way, I used your file with my keys and everything looks great. Thanks a lot for the help, I've been digging around the interwebs for a while for a fix. Some people on the AMD forums having the same issue.
