If the 'leaked' IP is the one assigned by PIA, you're in the clear.

Definitely the vengeance, speed tends to be more important than the CAS latency.

Yea, 3rd gen ryzen likes fast RAM, I'd recommend it. I think the vengeance stuff at 3600mhz is ~80 freedom dollars here in the US, which should be doable if you go with the 3700x.

Unless your gonna do something that really needs many cores (VMs, Blender, etc), you should probably go with the 3700x. You can use the money to get faster RAM, which would definitely improve performance by a good bit. Might even be able to squeeze in a 2080 with the extra money. The case should be fine; I've never had any complaints with any of their hardware.

Well you seem kind of set on an Intel build, but since you don't care about gaming 1st or 2nd gen ryzen would definitely be a great value/budget option. Something like a r5 2600 would work great, and you can get a decent b450 mobo for around 80 bucks.

Do you remember what you formatted it to? I'm pretty sure that if you formatted it to ext4 or something. which windows doesn't like.

Yeah Lubuntu would work great for that. You could try Linux Lite, just cause it's XFCE skin is modeled more after windows.  For remote desktop you could try messing around with VNC, but that could be a bit of a pain.
