In today's market, can you really recommend a used phone for a budget of $250? That too a 5 year old one? I mean it makes sense if he was an Apple user and was tied in but I don't feel comfortable recommending that. It's also going to end support.

You can go for the Nokia 7.2. It'll fall in your budget and is an overall great choice. Clean software, good cameras, decent battery and it's sufficiently powered.
I honestly cannot think of any other device since you have ruled out Samsung but you could also take a look at the G Stylus

There is an argument that spending even $500 on a phone is way too much. Most functionalities can be found in $233-$300 phones and in good quality these days but that's not the point. Each price point caters different people. Similarly each phone caters different people. I have not been a fan of Apple for the longest time but 2019 was a year Apple made such great decisions that I was bound to appreciate that. The 11 series was great and there's no denial in that but saying that the Ultra is a worse phone is a wrong statement. It's a different generation device, overall Ultra is better. But not in all sectors. And you might still like the iPhone but that doesn't mean you trash everything else

So this has brought me to a couple of recommendations for you to choose from.
S10e: The prices have dropped due to the S20(s) and it is a very solid phone. Great display, a nice form factor (your mileage may vary that's why I'm going to recommend more phones), great cameras for your standards. And a overall great experience. A decent enough battery life, not outstanding but should get the job done
OnePlus 7T: Not the 7Pro, the 7T. A big phone, yes, but justifies it. You get a good set of camera (I would recommend installing Gcam) good for someone not so geeky. Awesome screen and will also introduce you to 90Hz which is a great bonus. A good battery life, again, not other world but good.
Pixel 3a Xl: This I'm recommending if you wanna save a buck. The best camera you can get at this price point. A fine battery life. A good enough screen. A, not great design. Great software. Fine performance. If you don't want the best possible camera, don't get this.
I would say go for OnePlus since overall it's the best one. Maybe wait for the Pixel 4a, that seems to be good. I also didn't recommend the iPhone 11 since I don't think you're such a user who will appreciate the main focus, camera, on that phone and it's also a bit expensive, I don't think you need it.
