The system reserve partition on os drive should not have any drive letter assign to. After you fix this, disconnect all internal drives beside the os drive then boot to see if the computer boot into windows. if it does, then you can go ahead delete the old system reserve partition.

Used rx 580 is great for budgey 1080P. Gtx 970 too. GTX 980 would be nice because you don't have the gtx 970 3.5gb vram syndrome.

3900x if money is no problem. Otherwise 3700x is fine too.
