I'd see if I can find a second hand Dell U2515D or U2719D.
https://rtings.com has very in depth reviews on monitors. The Dells score very high on color accuracy.

Could have a look here: https://www.displayninja.com/best-gaming-monitor-under-250/

This is for gaming monitors, but they have other lists, reviews and filters you can use to search for monitors that fit your need.

Early test results suggest the Zen 2 is a remarkably good choice for Photoshop, especially given that an i9-9900 is actually more expensive than an i9-9900K in Australia. https://www.pugetsystems.com/labs/articles/Photoshop-CPU-Roundup-AMD-Ryzen-3-AMD-Threadripper-2-Intel-9th-Gen-Intel-X-series-1529/

Adobe products tend to prefer Nvidia gpu. In Photoshop differences are fairly small, but definitely favor RTX, https://www.pugetsystems.com/labs/articles/Photoshop-GPU-Roundup-NVIDIA-SUPER-vs-AMD-RX-5700-XT-1552/.

The system would be well powered with a 450W psu.

Might as well get a decent board, if you do more stuff in the future you could always upgrade to the 16 core CPU on it.

This one is 95% of the P3 color space, Can just go on the part picker and search by IPS and higher refresh rates.
