i am a MSI guy so u can go with any company but i like them and they look cool!
this is just the tower (not the moniter keyboard mouse headphones)
this thing (if bult) will be a BEAST with room for a bigger GPU!
if you want to eventually get a bigger GPU than get a 1000w or bigger PSU
MSI is my persnal fav and i eventually want to buld this pc! (in like 2-3 years lol)

Games, programs or workloads that it will be used for: well no game comes to mind right now :), and i will also used for programming in visual studio (monogame)
Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): well i have my old computer but i want to give that to my girlfriend so i need everything new
 

there's a corsair bundle that floats around with some decent quality mouse, keyboard, and headset for around $100 you can usually find it on amazon.

Ryzen 5 1600 can be had used for 60-80$

For such a lower power requirement I recommend getting the cheapest option with the best warranty using the PSU tier list linked above.
 
A Ryzen 1700 with an RX 480 peaks at 310W at full CPU and GPU load so you'll be fine with a 2400G (which only uses 123W under full load with the IGP).

Should be fine!
