Can you plug it in and will it turn on? Yes.
The Seasonic SS-600ET is about 10 years old. Probably time to retire it and replace it. Also this review from 2010 is showing 150mV ripple on the 12V rail, which is really not good.

Country and budget?
A system with a Ryzen 2400G + RX 580 doesn't require a lot of power, probably 300w max. An okayish 400/450w PSU would be suitable, so you could probably get something for around US$50.

Ahhhhh. I have no idea what is available in Czech Republic.

Have a look at some PC part stores you can buy from and see what is available and what looks like it might be suitable. If you get a couple of PSUs you're choosing between let us know and we'll help narrow down the list for you.

Also check out the PSU Tier List on the forums as a basic quick guide to check to see if a PSU is good or not.

No point buying a 650/700w PSU for a system that will require less than half that. Neither of those PSUs are particularly good either. Higher wattage does not equal better quality.

What 450w are PSUs available?
If you post a link to the store(s) you're looking at I can take a look and see what's available.

For such a lower power requirement I recommend getting the cheapest option with the best warranty using the PSU tier list linked above.

A Ryzen 1700 with an RX 480 peaks at 310W at full CPU and GPU load so you'll be fine with a 2400G (which only uses 123W under full load with the IGP).

There's the BeQuiet Pure Power 11 400W for around 1450 Czech Koruna ($60-$65 USD).

Should do. I don't see any reason why it shouldn't.

Might vary slightly depending on your case, but basically just unplug the old one and remove it and put the new one in its place.
You'll need to plug in cables for the 24pin Motherboard connector, 8pin CPU connector (top left side of the motherboard), the 8pin PCIe cable for the graphics card, as well as any SATA power cables plugged in to hard drives. Just take a look where the old PSU is plugged in before you unplug it all and just plug the new one in those spots.

Timestamped at PSU installation (25:30):

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450
