    I found the user Manual and it seems like you need a receiver (which is then plugged into the PS2 port) - if you don't have that, you won't get it to work i guess. Its a ball mouse, right? So, curious - why on EARTH would you ever even want to try making that thing work?

    You could look up Voultar on YouTube. I don’t think anyone is as good as this guy.
     
     
    You may not be able to fix it though. You can’t just get a new PCB as they vary depending on the game. You’d have to find someone that already has a pcb layout design of this exact game. I believe all the game data itself actually exists on the black chips though.
     
    In my opinion, this isn’t worth fixing unless you just want to do it for a fun project and have soldering skills.
     
    This may be really hard to do if you don’t have a proper desoldering tool. These things are pretty small. (If you do it, don’t use lead-free solder, use flux, clean with isopropyl, and don’t use hot glue.) a soldering iron in the 40-60w range would be good for this project.
     
    My recommendation is to try to clean the corrosion with isopropyl and maybe electronic contact cleaner. What I’m afraid of is that the game got wet and was powered on which could have fried at least one of the chips, rendering it useless. It sure looks like it could have happened. If you look under the main ROM (the biggest black chip) there does appear to be some charring and the solder joints on the bottom right don’t look quite right. Maybe it looks different in person.
     
    On the plus side, it does look like you got an original copy of the game and not a bootleg based on the board I see there.

    You can NOT do multi-layer boards with simple at home tools though.

    No.  That is not going to help that cartridge.  You will, with almost 100% certainty, have to disassemble the chips from the board and repair the PCB.

    Unsolder all of the parts, remove the solder mask over damaged traces, solder down wire where the tracks. are damaged.  Once everything tests good, re-solder the chips back onto the board.

    You will, at minimum, need a new battery.  At most you will need to neutralize the corrosion and patch up any broken traces with wire and solder.

    Mrmoyer is correct at your price range and your current components there is no way you're going to get that kind of performance for $300. You bought a low tier, low budget Dell prebuilt that is more than likely a proprietary layout, that means if you want to upgrade cpu, cooler, mobo, or even gpu you would have to buy a whole new case and powersupply as well. For your price the only way to go would be Ryzen and unfortunately that means new pretty much everything. As for gpu, you could go RTX 2060 or GTX 1660ti, but they're pretty much your entire budget. You could do as Mrmoyer said and go with an RX 570 or 580 and save some money for a new build. But 1440p @ 144hz is a pipe dream for your system without a full rebuild. With your current system a 1080p monitor at a high refresh rate is more feasible.
     
    Just looked at the spec sheet for your prebuilt, it is in fact a proprietary motherboard and power supply, you might not be able to get a better gpu at all, it more than likely only has one 6-pin connector and that drastically decreases compatible cards you can upgrade too. It's also only a 460w non certified janky powersupply so any high tier card is going to more than likely have issues. It's honestly not worth putting any money into it, I'd personally sell it and save the money for a new system, preferably not prebuilt.

    Aslo google stradia is a concept for a system that steams through the cloud at 4k not a standalone system for 4k so you cant really compete with a cloud server

    I'm gonna be honest here I don't know if you can hit guaranteed 144fps on 1440p with $300. With this budget you really dont have money for a new mobo, cpu, and gpu. With just upgrading your gpu your cpu will bottleneck any higher end card. I think 144 fps is pretty unrealistic with this cpu unless you're playing something like csgo, league or fortnite. If you even have the extra cables for a gpu (prebuilt might have proprietary power supply) that doesn't run of pci power I would just get an rx 570 or 580 and just save your money for a better pc.
