That should be fine-- that's an extremely good 550W PSU, so it should handle a 5700 no problem. GN did a video where they ran all sorts of hardware off a 450W PSU-- no graphics card short of liquid cooled monstrosities draws more than 300W because it's near impossible to cool more than that in a standard 2-3 slot cooler.
 
PSU recommendations came from a time when high 12V power was a luxury item-- a 450W PSU from 15-20 years ago might only supply 350W on the 12V rail since older processors used mostly 5V power, thus they give plenty of headroom to not get in trouble.

Early adopter, for better or worse. Everything is setup and working well this far, but I have one thing I cannot get set how I like yet, fan speeds and temperatures. Based on the BIOS, my CPU idle speeds are around 30-35C. But in Gigabyte's Smart Fan 5 software, it reports idle speeds of anywhere from 48-65C, and this fluctuates very often, not staying at any particular temp. With this said, the fans are correlating, often going from 60% to 80 or even 100% use. This fan jump is over the course of MAYBE 1-2 seconds.
 
Frankly, this far it is annoying, and I am trying to determine if that old 20C discrepancy exists again and this is being misinterpreted. If anyone has suggestions on how to move forward I would greatly appreciate it. Thank you.

I get it's like $10 (w/o rebates) over budget, don't hassle me on that please.

um, just dont. dont pair bombs with PCs. 
 
like the rest of the build isnt great, but this is a very bad PSU.
