P.S i also have very tech savvy friends as well and i only talk tech in front of them so that this doesn't happen
And i always have people having heard fake tech news and asking me about it which is like the most annoying thing ever and they keep saying that if i use a vpn to play pubg pc lite, police will catch and arrest me!!!! LIKE REALLY???

You can try trackmydevice if you are on android coz it also shows battery percentage but you will get a notification every time you do so and i think you can also do it with apple cloud if on ios

The short answer is- sometimes. It can be finicky, and won't always work, but it really should.

Every system has a bottleneck, question is at what load.
If your CPU is bottlenecking, then getting slower GPU will not increase your FPS. In fact, it could decrease it when GPU becomes the bottleneck.

There's no such thing as a non-bottlenecked system. Some component will always be a limitation. In gaming systems, you want the GPU to be the bottleneck as in that case you're getting the best performance possible from that system. The CPU needs to be able to "keep up" feeding information to the GPU as to what it should be rendering on-screen. If it can't do this, the GPU must then wait for that information, the system slows down and the CPU becomes the bottleneck.
There are plenty of videos on YT about PC bottlenecking. I suggest watching them before asking more questions on the subject.

its about the weakest member in the team.
the cpu gives your gpu the data is has to calculate images from and if the cpu cant do that fast enough / your gpu is done with that information faster then the cpu can provide more thats called bottlenecking. in your scenario the gpu is just bored 75% of the time. imagine if a teacher wrote a text on the board for the students to copy but at one word per minute. youd write it down and be bored. now getting a card that can also only write things down at 1 word per minute to stay with the metaphor wont make the process any faster. yes they will be a good team and better price to performance since your not wasting overhead performance but your still going at 1 word per minute.

I think you should consider a ryzen build with an rx580 then. You'll be able to be within budget then.
