    If you're firm on getting 27 inch I recommend sticking to 1440p resolution as 1080p's PPI may be too low for people and seeing pixelated, blurrier images.
     
    I recommend Gigabyte M27Q, it is an affordable 27 inch 1440p monitor.
     
    As for Samsung G5 because it is a VA panel expect slower pixel transition, dark level smearing and worse colour but if you really want it for contrast ratio, say watching movies, then sure. Otherwise IPS is superior for gaming. 
     
    And btw, "1ms" is marketing bs. Unless it's an OLED no monitors can deliver 1ms.

    If there's any way for you to save up and afford the R5 2600 + GTX 1660 combo that'd be the best experience possible since you want this to last so much.

    Look for an R5 1600 - it'll be cheaper and still vastly superior to the i3 and also allow you to get a 1660.
     
    The i3 makes no sense at all - it's a waste of money in 2019

    If you want to wait, it may be worth it as i5s will be 6C/6T. But if you don't want to wait, just get the 1600 it should be able to hold it's own against the 8600K
