    120w (GTX 1060) isn't much, even for the Founders model. GTX 1080 Founders does struggle.
     
    Back to 1060. There are Custom Cooler designs, who are MUCH worse, than the Founders (louder AND higher temps). For example, Zotac Mini and EVGA Gaming (Basic, NOT the "SC").
     
    Some "cheaper" Models, like the Palit Dual / Gainward Dual (maybe also the cheaper MSI entry models), are not really cooler or more quiet than the Founders too.
     
    Examples, German PCGH did some big measurements. 
    Founders is at 73°C (83°C t would start throttling) under Load, at 2.4 Sone Loudness.
    EVGA Gaming: 82-83°C, 3.6 Sone loudness, starts throttling.
    EVGA Gaming SC: 68°C, 2.5 Sone loudness.
    Zotac AMP!: 74°C, 1.0 Sone (that's already very quiet)
    Palit Jetstream / Gainward Phoenix: 71-72°C, 1,3-1,4 Sone loudness.
    MSI Gaming X: 67°C, 0.7 sone loudness
    Asus Strix: 62°C, 2.4 Sone (just as loud as the Founders. Just better cooler.)
    Gigabyte Gaming G1: 68°C, 2.4 Sone
     
     
    Founders is average tbh, and okay. If you get it cheaper than every other, get it. If it's too loud, use your own fan curve. Let it stay a bit hotter + quieter instead.
    Or go for Undervolting
    Usually, the "non-OCed stock Clocks" can be achieved with already with 0.825 - 0.9 Volt (depending on the silicon lottery), instead of the standard 1.05 Volt.
    That will greatly reduce power consumption, and thus heat.
     
    I had the MSI Gaming X, and it managed 1876 Mhz~ or so with 0.8 Volt, which is pretty damn good. Power consumption dropped to 85w (instead 130~), and the Card was at around 60~ °C under Load because the cooler was too good for this little heat. It jumped between the state "cool enough for Zero-Fan", and "hot enough to start fans spinning" ^^"
     
    I think, if you undervolt the founders, while keeping a similar Clock speed (and of course, +400-500 Mhz on Memory), Temperature should drop to 65-67°C  easy, and Fans should also be much quieter.
     
     
    Also, a physical difference: Foudners is a Direct Heat Exhaust system, the whole Air that's used to cool the Chip will be blown out of the window --> the "hot air" will not stay in the Case, and won't increase temperature for your CPU, RAM, HDDs etc.
