I don't these settings keep the cpu at ~60oC under load most of the time the added fan speed for >80oC is just a precausion

I would question the wisdom of building right now as gpu and ram prices are crazy if you have your have you’re heat set on a pc right now then I might consider getting a 980ti second hand as it would save a lot of money and have around the same performance as the 1070
all your part choices look decent other than that
