Short answer:
FCLGA is just a more full name of socket, means Flip-Chip LandGridArray. So all of Intel LGAs are FCLGAs.

If you're going to do only rendering you could also sell your mobo and your i7 and get something based on the LGA2011-3 platform. Because wasting a ton of money on a new mobo just to get 5 Ghz is not the best option out there, especially for rendering

The RX 480 and R9 390 are basically the same when it comes to performance. The RX 480 has a lower TDP and is newer and cheaper.

There is no single GPU that can run every game at 60fps, at ultra and at 4K. SLI 1080 should be able to get >60fps, >80fps at some games, but only in games that properly support SLI.
