You might be able to play some games on 720p with medium settings or something like that with an AMD APU. Something like ARK might be a struggle even if you modify the graphics. I would rather pick up a G4560 and a RX 460/GTX 1050.
I'd hope that $80 difference would be for a high end 1060 like maybe a Strix card. I would agree Galax looks like a very nice choice in this situation though. Even if the Asus card is a Strix 1060 I still don't think $80 more is a reasonable price for a better cooler and nice to have features.
IMO the 1060 and 480/470 are the sweet spot GPUs this generation. You get a good balance of performance and price. The 3GB 1060 is indeed a much better deal than the 6GB variant. 6GB 1060 and 8GB 480 are sort of just meh to me.

Seems like a good overclock for a 6800k. According to Silicon Lottery only 34% of 6800Ks can reach 4.4Ghz.
RyZen is said to be launching at the end of February or sometime around there so you may have more than one option for a CPU. This can't be confirmed though but it would be reasonable. I would recommend waiting for RyZen at this point as it's just around the corner and you won't be buying parts until March. What GPU are you thinking about getting?

For 60+ FPS an i5 would be fine. If you also do anything other than gaming like video editing for example a Xeon with hyperthreading could also be another option as long as your motherboard supports a Xeon.
