If the light doesn't stay lit on CPU, then there is not a CPU issue (it flashes each color once as it runs through the checks).

It's this.
When I boot my system, it does the same cycle, except it passes the white VGA led, switches to green, and then the system POSTs.

You don't HAVE to but you REALLY should reinstall to avoid driver issues especially if switching between Intel and AMD or vice versa.

Well yes, you need to reinstall windows if you switch your mobo.
