You haven't got a VAC ban as it will inform you so when you attempt to join a VAC-Secure server. It may be something to do with your computer or another problem. I would say contact steam support, just don't expect a speedy reply.

the best thing to do would just be go on planet minecraft and fine cool ones and hope they are compatible

In the most extreme cases many scammers set up fake ATM's that when you put in your details and walk away with your money, or an error message, will then take that ATM and the information that has been stored on a drive somewhere in there. But I doubt that is what happened to your parents
