yes since it is so new it should still be under warranty

Do you need to recover any files from the computer? if so clone the hd and then format it and reinstall windows (make sure you have your product key) If you do not want to do this there are other options 
The only one i can think of right now is making a bootable usb using windows media creation tool and running the troubleshooting process to fix errors Ie chkdsk sfc startup repair.
you can also format (wipe) your windows drive to do a clean install
