Yes, because the RX 570 is so old and so much better...and it costs less....

The card performs about 5-15% behind the RX 570 and costs from $145 when the RX 570 costs as little as $120. The GTX 1650 has its' use (mainly in prebuilts with no extra GPU power connectors) but for most users, it is a worse deal.
