If you're gonna go the liquid cooling route you really should be making a custom loop, a good air cooler is a better than an AIO liquid cooler.

A Cooler Master Hyper 212 EVO should be the same as the H60, temps wise.

After market cup holders are important while overclocking, you don't want to spill your drink.

All i5 cost about the same no matter what generation (sandy-ivy-haswell), there can be $10-$40 difference depending who you buy it from and what stock clock its running at.
If you know you will never want to overclock you go for non K version like
i5-4590 (pretty good price point) with H97 series mobo and for about $320 (depending on features u want on your mobo) u got very good setup

Q8400 is minimum requirement for watchdogs that means it is capable of running the game at lowest settings. 
Q8400 can get to 3.0ghz, dont know what air cooler could achieve that since I dont know the chips heat output when reaching 3.0ghz but you can easily google it out as many people OCed it to that level.
Intel Core 2 Quad chips are stupidly close to i5 prices btw and i5s are lot more powerful and up to date. But that would require to really build new PC...

500W is fine.

I wouldn't bother with the OnePlus One for a few reasons. The OS is slightly buggy, not as refined as a flagship from one of the big brands.
Also, it's an unproven company. There's no saying how well they'll do when they start sending out thousands of phones. They couldn't manage to send out 100 without a fair number of issues, including a couple of empty boxes, so I have serious doubts there as well.
I don't think we'll see OnePlus carry on for more than a year or two. So, if you're looking for long term hardware support, good luck.
By the time this phone is actually available to the masses, it will be rather...out of date persay. It's going to take too long. Do you want to wait another 3 months before they have stock to give to anyone who wants it?
There are times when spending a little more money is really worth it, and I feel this is one of those times.
If you want to get into the smartphone game on the cheap, there's always the Nexus 5 and Moto X.

Lets just say it will run better that on the last gen consoles...

I got the game early through "contacts" and i can tell you that it isnt as hard to max as you might think , my 8350 @ stock goes to about 60% ish and my 660 SLi can easily max it with FXAA @ a soid 60fps (adaptive vsync) , but watch dogs is alot like GTA in the sense that it is playable at 30 fps , i had to do a bit of Driver Modification to get SLi to work properly but i get a solid 60 fps all the time ,another thing to note is that at ultra settings 2gb of vram is being pushed almost to the edge at 1080p , the highest i have seen it go was 1.85 gb , 3gb or vram is recommended but you can get away with 2gb , One other thing is my GPU's only get to about 80% each so there is still some head room to be used

Ive seen first hand how it will run on a variety of pc's and i can say it will indeed run however dont expect it to be overly pretty.

Finally a worthy replacement for my One M7 from a year ago. This phone features a stunning ID, lightning fast performance, and aside from a couple of small complaints... is damn near as good as it gets. I hope you guys enjoy this video because I feel like now, one year into doing phone reviews, this is about as good as we can make them... It's a lot of work, but if you guys enjoy it, then it's all worthwhile....
