https://www.microsoft.com/en-gb/software-download/windows10 and down the page, there is a create installation media option. follow instructions and boot from newly created media. once media has booted you should be able to troubleshoot your broken windows

F8 will not let you into safe mode with anything above Windows 8. do you have installation media for Win 10??

hey hey this came from win super site: Some examples of possible scenarios could include a system that was activated with Windows Professional but inadvertently has Windows Home installed in a clean install. The situation that is more likely to occur though, and probably the one that concerns people more than anything, is a hardware upgrade of say a disk drive, video card or even a motherboard according to Microsoft, causing the system to be no longer properly activated. In these situations users will be able to go to Settings > Update & security > Activation > Troubleshoot to begin the troubleshooter and resolve the activation issues.

how do as far as graphics drivers are concerned you can try DDU http://www.guru3d.com/files-details/display-driver-uninstaller-download.html and try fresh install display drivers.
