Normal RPM on CPU fans that are connected to the radiator?

Actually I think you're right, I just checked the wheel by turning it all the way down so the fans didnt spin and it still said 4300RPM on nzxt CAM and corsair link. So everything is fine? 3300RPM for the pump is okay? 

Yeah it's fine, AIO pumps are best left untouched and running at full speed. I don't know much about NZXT CAM or CL but they are meant to work with supported coolers so it would be better you used the mobo's fan control, it would give you better control.

I use the Raijintek Triton 240mm CPU cooler and get around 25-30 degrees at idle and 30-35 at normal usage like watching videos and browsing, skype etc..

In games like WoW and csgo I get 37-55degrees. There's a wheel connected to the Fans and I'm wondering how much I can turn the fans down, like what RPM would be safe? What are you guys RPM?

My CPU is a i7 devils canyon if that's any help

Keep it at a max of 60. Just run your most intensive program and turn up the speed until your temps stay under 60

Alright I will try that, Currently downloading metal gear solid v, when it's done I will try doing it with that game as I imagine it's more intensive than csgo and wow

Are you sure? I've never seen an AIO including fans with over 3000 RPMs, could it be the pump?
