Windows 10 multi-monitor slideshow and action center

In 8.1 when the computer locked itself I had both monitors play a slideshow of pictures from a selected folder. When I woke it up, the primary display showed the lock screen and the other monitor was just the solid colour of my theme.

 

In 10, when the slideshow starts and in the lock screen, the second monitor goes black. Is there a way to force both monitors to be active?

 

Also, I moved the taskbar to my second monitor but the action center still comes up on my primary display. Is there a way to move the action center or is it bound to the primary display?
