Dell Precision m6500 not booting

I recently got a Dell Precision m6500 from a friend and he said if i can fix it i can use it. When I press the power button, one of the fans spins up for 2 seconds and then the whole thing shuts off like it lost power. Can anyone tell me what is happening?
