Nvm. Solved it. I turned the Windows update service off a long time ago. It's not a symptom. I'm an idiot.

Yeah because this stupid symptom doesn't let me reserve Windows 10. I downloaded and installed KB3035583 like 3 times a day. Nothing at all.
