Please advice components for a new MM PC/HTPC

Hi guyz  can u pls advice a RIG for bascially (multimedia/Web surfing/MS Office)/HTPC use.

 

I need a Rig to be small form factor and power efficient.

 

Do suggest Cases that are aesthetically good and small in size too.

 

Right now i'm planning to wire it to a 1080p display only but the RIG should be able to play 4K videos in case i upgrade to a 4K monitor later on or attach it to a 4K LED in my living room............Does intel/AMD graphics support 4K or do i need a graphic card for 4k video display(No Gaming).

 

Also suggest some 1080P IPS panels too that have best performance/value.(23"-24")......

 

Also should should i wait for skylake and DDR4 to be cheap and mainstream or buy now
