Looking for a good DSLR between 450-650$ I want something with excellent picture quality and great options for lenses I'd prefer Nikon but canon would be fine too I just want a good starter that is easily upgradeable and reliable

Look into the Nikon D3200 or D3300. Go with the 3300 if you can. Remember that it is better to have good lenses and a cheaper body.

I'm planing to get one cyber Monday if I can do you think I should get a d5300 if its on a good sale?

No get the 3300. Maybe buy a longer lens additionally if you have money to spare.

Remember that leneses will last a lot longer than a body so a cheaper body now and better lenses is going to be best in the long run.
