FPS Drop Problemes.

I got my new PC and I was very happy that finally I can play some good games on nice graphic settings. I installed every driver with the latest version and started to download my Steam games. First I'm a big CSGO fan and I wanted to try the game on maximum settings and I was impressed how smooth it played (my old pc barely could run the game on lowest). But after some time I noticed that my FPS dropped to 17-30 from 60 and it started to lag. I checked the temperature and it was 70 C which is ok and no reason to drop. Then it came back to stable 60. After 10-15 mins of playing it happened again the FPS dropped. So I quieted the game and started looking for answers and found nothing, well I tried everything that people suggested but none of those worked.
I even set everything to the lowest settings possible and I got around 100 FPS but AGAIN back to 20 FPS for no reason. This isn't just for CSGO. I also installed FarCry 3 and GTA IV. I always wanted to play those games on max settings. I launched them and set everything to max, started playing the game, looked very nice. After some time again in both games for no reason my FPS dropped and after 20-30 seconds it comes back to normal. Also tried it with lowest settings I can get very smooth game but this happens regardless. Same with Battlefield 3. I left every setting on default in the Catalyst app. 

 I set everything to the lowest possible settings in BF3 and I get very good 100 FPS but every minute it goes down to 20. I can't play now any game. Before at least I could play them on low and now I can't even do that.
I downloaded a lot of previous versions for the driver but none of them made any difference, it still did the FPS drop.

I hope you guys could help me with this. My PC specs: 
Windows 7 Ultimate 64x 
Hard disk Seagate Desktop HDD 1TB 7200RPM 64MB SATA-III 
AMD FX-8320 3.5GHz Gigabyte GA-970A-DS3P 
Cooler CPU Scythe Grand Kama Cross 2 SCKC-3000 
Crucial Ballistix Sport 8GB DDR3 1600MHz CL9 Dual Channel Kit 
Sapphire Radeon R9 280 Dual-X OC WITH BOOST 3GB DDR5 384-bit 
Sirtec - High Power Element BRONZE 600W

I also wrote a ticket to Sapphire and their response was: 
"Dear Sir

As this kind of case, please test v13.12 driver and 750W PSU. It;s minimum requirement for this card. Please check.
Regards"

I was like I knew it can't be 750w since everyone I knew sad 600w is enough, so I checked the Sapphire site  http://www.sapphiretech.com/presentation/product/?cid=1&gid=3&sgid=1227&pid=2194&psn=&lid=1&leg=0# 

500 Watt Power Supply is required. I don't need 750w. I asked them them what else can be wrong and since then they didn't respond me back.

Fps drop is just a issue with cs. I can pull 280+ fps maxed out but that doesn't stop it dropping to 160 or 180 for no real reason. And yes even though I'm well above 60fps that drop is still quite noticeable.

What case & mobo are you using?

CS:GO is poorly optimized. I get high loss and chokes. Right after I resolved my FPS problems too. Really affects matchmaking status and stuff.

 

ANYWAYS.

 

Go to your steam library, right click on CS:GO, and set launch options.

 

type in -threads 2 -novid -nod3d9ex -high

 

^ this will make the game surprisingly smoother.

 

EDIT: If you have a Quad-core make sure to type -threads 4 instead of 2.

Well guys the thing is it's not just CSGO every single game. It has good FPS and then it drops. I had above 200 and it drops down to 20-30 and it's not something you don't notice, the game starts to lag hard. I played BF3 again today and it's the same it keeps dropping down even worse like 17 FPS.

Thanks but this might only fix me CSGO what about the other games ( every game ever made ). CPU is an 8 core.

Can you get software to track the temps while you're gaming? Look at the max/min temps

I assume 70 degrees is as soon as you've closed the game...

Does the FPS randomly go down and go back up again? 

 

use Resource Monitor to track CPU, and RAM usage, too, to see if they're causing the bottleneck

Well yesterday when I played BF3 it went up to 82 guess that's kinda bad, but still I don't think it should do this. The CPU is ~70.

Yes FPS just drops suddenly ( for no reason ) and then goes back up after ~20 seconds and the drops happen every ~5 mins.

Everything is stock BIOS is default and nothing is overclocked.

I used GPU Z and made a log and from that I checked and 82 is ingame if I tab out it goes down a bit.

70 Is the temperature.

Did you check with Resource monitor (it has a graph that can log the last few minutes of your CPU/RAM usage)

I think I figured out what was causing or something in the line. I run CSGO and BF in windowed mode and and along a temperature checking program. I saw that when the CPU hits 69-70 C then the FPS drops and then seconds after the CPU's temperature goes down to 55 C. I think it's overheating but idk why. I have a very good cooler for the setup, and also the graphics card is heating to much.

 

Quick question, if I would remove the side panel the temperature goes down like 10 C should I keep it off or it's dangerous ?

If you aren't going to stick your hand/foot inside by accident/don't have pets/young children I'd say it's okay

Be careful though because if you stick your hand/foot inside you could burn yourself *and* destroy your rig

 

Your CPU is throttling - decreasing clock speed to reduce temperatures, thus lowering FPS.

How did you mount it? Try reapplying the thermal compound... The cooler looks like it should be performing better than that

That's what my friend suggested me also :D. The PC was assembled by the company I ordered the components so I was thinking it's done poorly. I might go to a service with it to check if it's ok. 

I did that yesterday I underlocked it to 2.9 GHz and it is 55 C max but it's not performing that well and I can see that one.

I check Taskmanager and it's between 30-40%. About the cooler, originally I was going to get a 

Cooler Master Hyper 212 EVO but a lot of ppl sad that I would need to get a topdown cooler and recommended this one

This is probably better than the stock and 212 EVO, but the 8350 is HOT

you might want to think of maybe a Dark Rock Pro 3 (looks amazing) or Noctua NH-D14

Quick thing. I downloaded AMD OverDrive and there is a tab for fan control, when I click to see my fans I can't see any of them ( no CPU/case fan)
