What is a great gaming monitor

Hello, I have surfing the interwebs for a good monitor for gaming (CS:GO, BF3/4 etc.) I would like it to have a 1ms response time, 120/144Hz refresh rate and and an under 10ms display lag. My budget is roughly 200-250 CAD. 

 

Preferably a monitor you have used/tested yourself, not limited to that though
