Network not showing shared folder

Can someone please tell me why Windows won't share my folder? I have two computers one on Win10 the other on Win7. I was able to share before I formatted my Win10 machine but when I tried to set up a new share folder it won't show on my Win7 PC anymore. I went into the properties and made it a share folder, changed permissions to full control and checked all the boxes in the security tab as well to full control. Even in network settings I have network discovery on, file and printer sharing on, and disabled sharing password yet I do not see the folder when its empty or with items in it no matter how much I restart both machines.

 

Please help.
