Having a bottleneck doesn't really decrease performance (inost cases anyway), it just reduces the amount of performance you can gain. Instead of getting an RTX card, maybe send that one back and get an i7 3770 and a GTX 1070 or something.  It'll give you an enormous performance boost.

Agreed. That's probably your best bet rather than replacing your CPU and mobo.

Or at least it'll be cheader and more convenient

Surprised you can play with the 1060. The stutter makes it unplayable for me. Nothing more frustrating that lagging hardware.
